Apple App Store February 2025 Tax Update: Global Tax and Pricing Adjustments

Apple announced tax and pricing updates for the App Store in several markets in February 2025. These adjustments will directly impact developers in various countries and regions across Europe, Asia, and South America. Some of these changes took effect on February 6, 2025.

Adjustments Effective from February 6, 2025

Developer proceeds in the following countries and regions have been modified since February 6, 2025:

  • Azerbaijan: An 18% Value Added Tax (VAT) is levied. Apple will collect and remit this tax.
  • Peru: An 18% Value Added Tax (VAT) is levied. Apple will collect and remit this tax. If developers haven't selected Azerbaijan or Peru as the base for their apps or in-app purchases, pricing for apps and in-app purchases in these two storefronts will be updated to account for these tax changes.
  • Slovakia: The standard VAT rate increased from 20% to 23%, while the VAT rate for e-books decreased to 5%.
  • Estonia: The VAT rate for newspapers, magazines, and other periodicals increased from 5% to 9%.
  • Finland: The VAT rate for e-books increased from 10% to 14%.

Tax Update in Japan

Under new regulations in Japan, the Japanese tax authorities have designated Apple as a Specified Platform Operator, requiring Apple and other companies to collect taxes on behalf of developers. Starting April 1, 2025, all paid apps and in-app purchases sold by non-Japanese developers in the Japanese App Store will be subject to the platform tax system. Apple will collect 10% Japanese Consumption Tax (JCT), and developer proceeds will be adjusted accordingly. In-app purchases (such as in-game currency) sold before April 1, 2025, will not be subject to tax.

Apple stated that these tax adjustments are periodic adjustments based on tax-related regulatory changes or foreign exchange rates, designed to ensure that developer proceeds are consistent with local tax regulations. Developers should pay close attention to these changes and adjust their app pricing and revenue expectations accordingly.
